Curtis Linton

Business Manager/Secretary-Treasurer/LIUNA Convention Delegate

After being a Local 199 member since August 2001, Mr. Linton later became Business Agent/Manager in August 2018.

Anthony Horton

President / District Council Delegate

Mr. Horton has been a Local 199 member since March 2004.

Japhis Lampkins

Mr. Lampkins has been a member of Local 199 since November 2006.

Ian Patton

Recording Secretary

After becoming a member of Local 199 in March 2015, Mr. Patton joined the apprenticeship program and graduated to Journeyman in February 2018.

Shortly after in August 2018, he became Delaware’s Apprenticeship/Training Coordinator with CCLTAF. Born and raised in Wilmington, DE, he continues to reside there with his wife and two children.

Angelique Rodriguez

DE LECET Assistant Director

With a Bachelors degree in Justice Studies from Montclair State University, Angelique came to the Delaware Laborers in November 2017.

She comes with six years of experience with the State of Delaware in strategic planning and public policy. She then went on to work for a New Castle County Councilman as a legislative aide before accepting her role as the Assistant Director of Delaware Laborers Employers Cooperation Education Trust (LECET).

Angelique resides in Newark with her husband and son.

James Maravelias

Business Manager/Secretary Treasurer

Mr. Maravelias has been a member of the Laborers Union since June 1993. He became the Business Manager/Secretary Treasurer of Local 199 in 2013.

Mr. Maravelias serves as the President of the Delaware Building Construction Trades Council, representing 23 affiliated local unions, advocating for the use of local, skilled tradesmen with developers, builders, contractors and Delaware’s business community. He also serves as the President of the AFL-CIO of Delaware, representing 38 unions.

Additionally, Mr. Maravelias earned a Bachelor’s Degree in Advanced Labor Studies from the National Labor College at Cornell University. He has volunteered his time to a broad array of civic causes including the United Way of Delaware, the USS John Fitzgerald Kennedy Naval Memorial Committee, and the New Castle County Diversity Board. He’s also an active volunteer at the Holy Trinity Greek Orthodox Church, in which he is a member and serves on the board as its first VIP.

He resides with his wife Diane, in Bear, DE with whom they raised 3 daughters — Angelique, Elena, and Evangelia.
